Key Requirements
• BSc/MSc Civil or Mechanical Engineer: Technically astute first-class engineer.
• Experience: 10+ years in a similar role in the GCC with a proven track record, minimum 7 years in Roads & Infrastructure projects, and 5+ years in tendering (business contacts in Bahrain advantageous).
• Infrastructure or Industrial Operational Experience: Essential.
• Expert Knowledge: Infrastructure & Roads, sewerage systems. Or Industrial erection, Welding, Fabrication, RO, Piping systems etc.
• Reputable Competitor Experience: Worked for a reputable competitor across the GCC region (essential).
Key Duties and Responsibilities:
Administration
• Manage overall business.
• Produce reports for various stages.
• Monitor and report on contractor progress.
• Weekly/monthly updates: Summarise the progress made during the specified time frame.
• Highlights key achievements, challenges and upcoming milestones or activities.
• Plan for all divisional and project expenditures.
• Prepare the annual budget and ensure compliance.
• Office-based with on-site responsibilities as needed.
• Represent the company at meetings with clients and consultants.
• Ensure the division has the required manpower with proper skills and technical abilities.
• Ensure timely preparation of Bill of Quantities and manual invoices for the accounts department.
Tendering & Estimations
• Monitor and execute the tendering and estimation process.
• Ensure all project costs are covered in the Bill of Quantities.
• Ensure cost assumptions in tenders are realistic and achievable.
• Assist with tender documents and review returns, negotiations, and client reporting.
Sales
• Maintain the organization’s reputation as a leading company in Bahrain.
• Consolidate and enlarge the sales market of all division.
• Carry out contract reviews and provide quotations for governmental and private sector jobs.
Billing
• Monitor the valuation and billing cycle, ensuring compliance with company policy.
• Monitor the Work-in-Progress (WIP) account and ensure it aligns with company policy.
• Monitor cash flows and profitability monthly.
• Ensure payment collection as per agreed terms.
• Maintain operational cash flows.
• Monitor project profitability weekly.
• Ensure project costs are recovered and controlled.
Compliance
• Ensure high safety and security standards in the workshop and sites.
• Follow procedures related to ISO certification and maintain quality, health, safety, and environment systems.
• Comply with relevant specifications, mix-design, quality control, transportation, site visits, and raw material forecasts for production.
• Attend training requirements of the all division.
• Perform any other functions as decided by the Directors/CFO.
Responsibilities include:
• Oversee all project phases: planning, execution, monitoring, and closure.
• Develop and maintain project plans, schedules, and budgets.
• Lead cross-functional teams, ensuring effective communication.
• Update senior management and stakeholders on project progress.
• Conduct site inspections for compliance with design, safety, and quality standards.
• Manage project budgets and financial accountability.
• Prepare and present cost estimates, budgets, and financial reports.
• Identify and mitigate project risks to avoid delays or cost overruns.
• Select, negotiate, and manage contracts with vendors, ensuring compliance.
• Maintain comprehensive documentation.
• Deliver regular progress reports to the Director of Projects & Development.
• Ensure day-to-day delivery of project management tasks.
• Manage small to medium-scale projects, including design management, bidding, permitting, and construction.
• Develop tailored Project Execution Plans.
• Continuously assess contracts for best value.
• Monitor progress and ensure on-site works meet targets.
• Perform technical due diligence and report to management.
• Administer contracts, ensuring compliance.
• Manage consultant teams to ensure design compliance.
